It is formed from a group of members of the Cadet Party - ethnic Kazakhs, formed during the events of 1905. At the First All-Kazahk Congress held in Orenburg on July 21-28, 1917, the organizational registration of the Alash Party took place. At the same congress, decisions were taken on 14 issues, including such key issues as the form of the state structure of Russia (parliamentary federative republic), the republic of Kazakh regions, the land management of the Kazakh population, attitude to religion, the question of the situation of the Kazakh woman, the preparation of elections for the Constituent collection.
The draft program of the "Alash" party, published before the elections to the Constituent Assembly of Russia, set as its priority tasks universal suffrage, proportional national representation, a democratic Russian federal republic with the president and the legislative Duma, the equality of the republics that make up Russia, democratic freedoms, separation Churches from the state, equality of languages, etc. In November 1917, in the elections to the Constituent Assembly, the Alash Party received a majority of votes and 43 deputies Places. In terms of the number of votes received in the elections to the Constituent Assembly (262,404 votes), Alash took 8th place among fifty parties that existed in Russia on the eve of the October Revolution
At the Second General Congress in December 1917 Alash autonomy was proclaimed and a temporary People's Council was formed, which was given the name "Alash-Orda". Provided for the subsequent approval of the constitution of the Alash autonomy by the All-Russian Constituent Assembly.
